Neither local government hold ordinances granting the authority to impose franchise fees Cable Providers, as Comcast is regulated as a cable provider, Comcast has no authority to charge said fees to their costumers in these jurisdictions. Comcast has a diverse marine route from Vancouver BC, Pt Roberts, Whidbey Island (me) to Pier ** & possibly to a vault & up into the Westin Bldg in Seattle, should that be your POP. I also believe this segments of your west coast networks is held by an Indefeasible Right of Use. Also excluding Comcast from fees. Comcast fiber may have had segments assigned to themselves over the yrs. I would have been the POC in behalf of Comcast for regulatory & franchises nationally. I also leased a diverse route to Comcast in ****. I would like a refund back to **** * **yrs in Denver area prior.
